Who can make use of a greening scan?
Enterprises with an establishment in Flanders wishing to make their energy consumption more sustainable (greening or electrification) or reduce it (energy efficiency).
Both individual companies and collaborations between companies may apply for a scan. The establishment where the scan is carried out must be located in the Flemish Region. Companies may request a maximum of two greening scans for two establishments.
Non-profit organisations qualify where commercial activities are concerned. Enterprises whose main activity lies in the primary sector may carry out a greening scan for activities outside the primary sector. If the establishment is energy-intensive (final energy consumption > 0.1 PJ), the enterprise must have joined the Energy Policy Agreements. Enterprises with government participation exceeding 50% are eligible only for studies relating to district heating networks, shore power, energy sharing and industrial water treatment.
De minimis
Greening scans fall under European de minimis regulations. Consequently, de minimis aid granted to an enterprise may not exceed €300,000 over a three-year period.
What is not eligible for greening scans?
- Mandatory investments, such as ‘cost-effective measures’ with an IRR (internal rate of return) above 13% included in an enterprise’s energy plan or energy audit, or ‘no regret’ measures.
- Studies relating to measures that are inherently ineligible for support, such as installations operating on fossil fuels.
- Enterprises subject to dissolution, cessation of activities, bankruptcy or liquidation, enterprises undergoing insolvency proceedings, or enterprises subject to a European recovery procedure for unlawful aid. Where fraud relating to granted support is established, the enterprise is excluded from support for five years.
