New process for research and development projects 2027
General changes from January 2027
- Phased introduction of a new application template
From January 2027, VLAIO will introduce a renewed and simplified application template for research and development projects. Instead of the two different existing templates, one and the same template will be used for both project types. A distinction will remain in the maximum length of the application text depending on the project size. The new template supports applicants in developing their project proposal clearly, completely and in a focused manner.
The introduction will be phased, giving applicants sufficient time to prepare. From November 2026, the new application template will be available on the VLAIO website for all development and research projects, both for projects with a requested support amount of less than €500,000 and projects with a requested support amount of more than €500,000. This first phase will allow applicants to become familiar with the renewed template before it takes final effect.
For submissions from 1 January 2027, VLAIO recommends using the new template for all research and development projects. The old templates may still be used up to and including 31 March 2027. From 1 April 2027, the new template will be mandatory..
- Fixed support percentage for mixed projects
From 1 January 2027, VLAIO will also simplify the determination of the basal subsidy rate for mixed projects. Mixed projects are research projects that also include a share of development activities—up to 50% of the budget. From January 2027, a fixed basal subsidy rate of 35% will apply to these projects. This will be determined at the level of the business partner. This provides greater clarity and predictability when preparing an application. Applicants indicate in advance which type of project they are submitting: a pure development project, a pure research project or a mixed project. The applicable basal subsidy rate is determined on that basis.
This adjustment also forms part of VLAIO’s broader ambition to make the application procedure simpler, more transparent and more user-friendly for applicants.
