Market consultation: Digital Twin for local authorities: predicting environmental and mobility impacts.

Together with the Department of Mobility and Public Works (dMOW), the Flemish Environment Agency (VMM) and Verhaert, we aim to prepare the development of a Digital Twin system for local authorities allowing them to configure local mobility measures and analyse the effects on route choice, modal choice, congestion, vehicle kilometres, air quality and CO₂ emissions. This challenge involves more than a single software application. It requires a coherent system consisting of a user-friendly scenario portal, geodata and network preparation, mobility modelling, data ingestion and calibration, integration with environmental calculation engines, scalable cloud processing and clear governance. Integrated end-to-end solutions as well as partial solutions and partnerships are therefore all relevant.
