To analyse the government's needs, a guidance process was initiated together with Addestino Innovation Management.

Several stakeholders and local authorities were involved.

On Tuesday 8 June 2021, there was an online market consultation.

Based on the results of this preliminary process, Interior Agency, in consultation with its partners, prepared and published specifications for an initial Proof of Concept.
