Market consultation 'Integrated Road Safety Approach'
AWV and DMOW want to tackle road safety proactively by not just relying on historical accident figures. They are looking for an innovative method that uses data and risk models to map the safety of each road segment and intersection. Through a flexible platform, they want to combine different models into one powerful safety analysis, fully transparent and sensitive to policy changes.

Aim of this project
AWV and DMOW are seeking a proactive method to identify black and grey spots on the road network. The new approach should assign a safety score—or unsafety score—to every point on the network. This score must be accurate, explainable, responsive to changes, and adaptable to policy updates.
Currently, black spots are identified using historical accident and casualty data. This reactive method does not incorporate other relevant data sources, such as road infrastructure or traffic volume.
To address this limitation, AWV and DMOW propose the development of an orchestration platform capable of running multiple risk models based on diverse, geolinked data sources (always linked to the GRB). Each model will output a safety score for every road segment and intersection .
The platform must:
- Calculate and export the scores from each model.
- Allow these scores to serve as input for an all-encompassing (combination) model on top.
- Maintain full traceability for each score, including the data, settings, and time of calculation.
Initially, only the current reactive model (based on casualty data) and an infrastructure based methodology (e.g. NWRSA, based on casualty, infrastructure, and traffic volume data) need to be implemented. However, the platform should be designed to accommodate additional models that meet the outlined requirements. In the future, integration with new models will also be necessary.

During the market consultation we want to bring together and 'match' supply and demand sides of this project. The aim is to find out to what extent companies can provide solutions to the needs and requirements, and how feasible (in terms of time, budget, development setup, etc.) these solutions are.
No preparation (in the form of presentations or pitches) is expected from participating companies and organizations. Addestino Innovation Management will facilitate the market consultation and moderate the discussions. For a smooth discussion and good results, it is recommended to have your company or research group represented by a technical employee (rather than a sales or PR employee). They can usually estimate better and faster what the technological solutions could be for each use case. The outcome of the market consultation should enable AWV & DMOW to have a suitable innovative solution developed or purchased via a public tender.
Who are we looking for?
The platform must support:
- Centralized management and updating of all models and data flows
- Full traceability of data sources, model configurations, and scoring outputs
To realize this vision, we are seeking:
- Platform developers who can build a model orchestration system tailored to our needs, and
- Methodology providers offering models that can run on this platform to identify black and grey spots.
The platform developer should also be capable of providing guidance and support throughout the development process to ensure successful implementation.
Practicalities
The market consultation will take place on Thursday September 18th, 2025, and will be organised completely online. The market consultation will be held in English.
You will receive the link to the virtual market consultation a few days in advance. To be able to attend the market consultation, you must at least have a PC or laptop with a stable internet connection. During the market consultation, information will be shared on the screen and feedback will be requested by the moderator via a separate web application. It is not recommended to participate using a mobile device. The market consultation is an interactive session and therefore difficult to combine with other online meetings.
