Market consultation: Drone Delivery-as-a-Service for medical drone transport
Together with AZORG, PIO and Verhaert aim to develop a future-proof ecosystem for medical drone transport. To gather the right insights for a successful procurement procedure, we are organising a market consultation for companies, research centres and knowledge institutions. We invite you to explore with us how a Delivery-as-a-Service (DDaaS) ecosystem for medical drone transport can be designed in a feasible, scalable and future-oriented way. The market consultation will take place on 21 September 2026 at AZORG, Moorselbaan 164, 9300 Aalst.
Who are we looking for?
We are looking for market players with expertise in end-to-end drone operations and BVLOS flights, U-space and aviation compliance, smart loading and unloading infrastructure, smart box and containment concepts, logistics software platforms, building and hospital integration, telecom and connectivity solutions, detect-and-avoid technologies, interoperability and modular system architectures, and compliance-by-design in highly regulated environments.
Together, we want to discover how these building blocks can grow into a safe, compliant, interoperable and scalable Drone Delivery-as-a-Service (DDaaS) ecosystem for medical drone transport.

Project objective
The project aims to make time-critical medical transport between care locations faster, more reliable and more scalable. To this end, we want to develop and validate an integrated DDaaS ecosystem for medical drone transport, together with market parties that can contribute relevant expertise, technology or services.
Objective and approach of the market consultation
During the market consultation, we will explain AZORG’s needs and examine how they can connect with existing or future partial solutions available on the market. Together with you, we want to assess which solutions are possible, how innovative and feasible they are in terms of time, budget and development path, and how performant and scalable their rollout could be.
To make the discussions as valuable as possible, we ask organisations preferably to be represented by one or two staff members with substantive expertise in technology, product development, engineering, operations or innovation. They are best placed to assess how your existing or future solutions can contribute to the needs, system requirements and operational challenges.
In preparation, we ask you to explain as concretely as possible during registration which expertise, technologies, products, services or solution directions your organisation can contribute. Please also indicate which additional expertise, technologies or partnerships you are looking for, and whether you are open to exploring possible collaborations, integrated solution directions or consortium formation with other participants.
We will use this information to map the expertise present and identify possible complementarities between participants. This will allow us to prepare the substantive discussions, matchmaking and ecosystem development during the market consultation in a targeted way.
Would you like to be included in this preparatory matchmaking exercise? Then please register in good time, ideally no later than three weeks before the market consultation. If you register later, you can still participate in the market consultation, but you will no longer be included in the preliminary matchmaking analysis.
Approximately two weeks before the market consultation, you will receive a preparatory note summarising the challenge, the context and the main discussion topics. If you register in good time, you will also receive an overview of the participating organisations, their relevant areas of expertise and the complementarities they are looking for, as well as suggestions for possible discussion partners during the market consultation.
We then ask all registered participants to provide brief preparatory input by 15 September on:
- your vision of possible solution directions or ecosystem development, starting from AZORG’s concrete challenge;
- key risks, assumptions or points for attention to be validated through a Proof of Concept or pilot project.
Please provide this input in the form of two slides in PDF and one integrated summary poster in PDF. The slides may serve as supporting discussion material during conversations with other participants at the market consultation. The posters will be displayed visibly during the event, so that they can optimally support substantive discussions, matchmaking, ecosystem development and targeted interactions between complementary parties.
Please provide the poster in sufficiently high resolution and print quality, as the organisation will print it in A0 format.
You can optionally register for an individual meeting with AZORG. These one-to-one meetings will take place approximately two weeks after the market consultation and will give you the opportunity to further explain your insights, technologies, solution directions, operational concepts, collaboration proposals or integrated end-to-end solutions. AZORG explicitly encourages joint meetings with complementary partners to further explore possible collaboration models and consortium formation.
The outcome of the market consultation should enable AZORG to prepare a future procurement procedure for a Proof of Concept, pilot project or operational implementation. That procedure will focus on the development, integration and validation of a future-proof ecosystem for medical drone transport. We hope to launch it in spring 2027.
To respect the principles of equality and transparency, we will prepare a public report of the market consultation, taking confidential information into account. PIO will send the report to all participants and will also make it publicly available via the PIO website. The sole purpose of the market consultation is to gather the right information for one or more successful public procurement procedure(s), but it does not form part of such a procedure. Participation also does not imply any obligation to actually launch a procurement procedure. Whether or not you participate in this market consultation will have no negative or positive influence on your ability to participate in any subsequent public procurement procedure(s).

The market consultation will take place in person at AZORG on 21 September, from 9:00 to 17:00, at Moorselbaan 164, 9300 Aalst. The event will be held in English.
