Market consultation: compensation tool
In the context of the Flemish construction shift and the aim of achieving no net additional land use, authorities are faced with an increasing need for planning compensation. Municipalities and provinces must assess spatial interventions in which hard and soft land uses are rezoned for harder functions, often requiring compensation at another location.

The aim of the Province of Antwerp's project is to develop a digital decision-support tool that enables supra-local matching between spatial supply and demand, in terms of planning compensation.
The exact architectural design, technological implementation and degree of configuration have not yet been determined and are the subject of the market consultation.
The current hypothesis is that there is no ready-made solution that integrates the following in an integrated manner:
- the policy complexity of planning compensation;
- the need for supra-local coordination;
- and the requirements for transparency, governance and scalability.
Combining existing GIS technologies, rule-based evaluations and decision support into a single robust, manageable and public sector-proof whole is no trivial matter.
The Province of Antwerp, PIO and Verhaert therefore wishes to call on the expertise and experience of market parties to:
- explore possible solutions;
- assess technical and organisational feasibility;
- and identify risks, preconditions and best practices.
For this reason, PIO, Verhaert, and the Province of Antwerp are organizing an open market consultation in preparation for a subsequent proof-of-concept or tendering process, for which funding has been provided.
Purpose of the market consultation
The purpose of the market consultation is to:
- gain insight into how market parties approach the architecture of a GIS-based decision support tool;
- explore how spatial data, policy criteria and analytical logic can be combined;
- identify risks, limitations and success factors;
- gather input for the further concretisation of a PoC or tendering process.
The insights gained from this consultation will be used in the preparation of the next project phase. An anonymised summary of the results may be published.
Participants can consult a concise summary of the context, objectives and themes here in preparation.
After the market consultation, interested parties can participate in individual one-to-one meetings, in which they can:
- explain their technical vision or solution direction;
- discuss assumptions, risks and preconditions;
- provide input for further concretisation of the project.

Who are we looking for?
The Province of Antwerp, Verhaert and PIO invite organisations with expertise in areas such as:
- GIS and spatial analysis;
- Rule-based and (multi-criteria) decision-support systems;
- Software and solution architecture;
- Algorithmic design (matching, scoring, constraints);
- Front-end development for technical configuration, visualisation and inspection tools;
- Public sector projects with high transparency requirements.

Both organisations with market-ready solutions and parties with solutions under development are welcome, within and outside the traditional GIS and government market.
